Background: Medical graduate of Yale; pediatrician and educator; professor at Tulane University; secretary general of the Pan-American Sanitary Bureau of the World Health Organization, 1957-1960; dean of the School of Public Health, 1960-1973, and Medical School professor at the University of Michigan. Served as chair of the Michigan State Council of Health and president of the Comprehensive Health Planning Council of Southeastern Michigan. Also served as president of the American Public Health Association in 1972, its centennial year.

Summary: Biographical materials; University of Michigan files detailing committee and curriculum development work; and files pertaining to his study of a proposed health maintenance organization for the University of Michigan, his interest in various health planning organizations, and his activities with the World Health Organization and other health-related commissions and committees. Also various correspondence, notes, reports, speeches, and photographs.
