Andrew W. Wyckoff

Andrew W. Wyckoff is head of the Information, Computer and Communications Policy division at the OECD which supports the organisation’s work on information society policy issues including telecommunications policy and convergence, information security and privacy and the impact of digitization on economic structure and performance.  Projects of current interest include efforts to combat spam, malicious software and identity management / theft, the impact of high capacity Internet (broadband) on voice, video and data including the digitisation of content like music and film and video, Internet governance issues like traffic exchange, and policies and mechanisms for enforcing privacy and consumer policies across borders.  In this position, he also has oversight responsibility for the work on consumer policy.  He previously served as head of the Economic Analysis and Statistics division within the Directorate of Science, Technology and Industry (STI), where he oversaw work on the design, development and analysis of indicators of science and technology, the information economy, industrial performance and globalization. 

Prior to joining the OECD, he was program manager of the Information, Telecommunications and Commerce program of the US Congressional Office of Technology Assessment (OTA), an economist at the US National Science Foundation (NSF) and a programmer at the Brookings Institution.  He has an undergraduate degree from the University of Vermont and a degree in Public Policy from Harvard University.
