History

The Pan Africanist Congress was banned within South Africa after the 21 March 1960 Sharpeville massacre, less than one year after its founding. Soon afterwards, the External Wing of the PAC created an office in Dar es Salaam, Tanzania, in order to publicise the perspectives of the PAC abroad and solicit both political and material support for the struggle against the apartheid government. It is clear that it was an active office in the early 1960's. One of the earliest documents in the collection indicates that Mr. M. Mkoana was appointed as the Representative to Dar es Salaam in April of 1962, but that he was diverted elsewhere while in transit. Other members of the PAC were sent to Dar es Salaam in 1963 as liaisons to the Liberation Committee of the Organisation of African Unity (OAU). The Dar es Salaam office became the External Headquarters of the PAC in 1964 when P.K. Leballo moved there from the office in Maseru, Lesotho.

By 1964, the earliest of several mandates for the proper functioning of external offices had been issued indicating several key missions, including publicising the agenda of the PAC, raising funds and materials to aid in the revolution, arranging for scholarships or training for members, and assisting in any other tasks which would help the party goals, mobilise the international community against apartheid, and provide aid to PAC members in exile.

As the External Headquarters of the PAC, the Tanzania mission was home to many of the most famous leaders of the Party and provided a base for the PAC's Central Committee. The office administration maintained contacts with international governments, PAC branch offices, and political organizations worldwide. The office served as the headquarters for many of the programme divisions of the PAC, including the Publicity and Information Division, responsible for the publication of Azania News, the official organ of the PAC from 1969-1993, as well as the production of PAC radio programmes aired regularly on Radio Tanzania. The office also ran several projects in Tanzania such as the settlement projects that put the PAC's principles of self-sufficiency into practice on lands granted by the Tanzanian government.

Scope and Content

While the PAC Tanzania collection does not provide a great deal of specific information about the structure or daily operation of the Tanzania Office itself, it is an incredibly rich resource for those interested in the ideology, policies, and organization of PAC as a whole. The PAC Tanzania collection has been divided into 8 series: Administration Department, Education Department, Finance Department, Projects, Protocol Department, Deparment of Publicity and Information, Department of Publicity and Information - Publications, Topical and Unity Movement of South Africa (UMSA).

The Administration Department series contains routine internal administrative materials, but its scope is much broader. The series includes correspondence of head administrators with foreign governments, materials from conferences and seminars which were attended or organized by the PAC, and reports produced by the PAC and other pertinent organizations. The Organizational Guidelines and Policy Documents subseries provides insight into the structure and policies of the PAC and includes documents which discuss attempts at reorganisation of both structure and policy within the PAC and its various branches and departments. There is an indication that certain materials in the Administration series have come from other offices, for example the Department of Economic Affairs and the Department of Foreign Relations. Those interested in the history of the PAC's diplomatic relations and foreign policies may find this series particularly interesting.

The Education Department series contains materials reflecting the PAC's active promotion of educational opportunities for PAC members. The Administration subseries contains materials produced during the daily running of the department, including policy statements and lesson plans, most of which are for a course in political education. The Applications subseries contains student applications for a variety of scholarship programs, such as UNESCO and the United Nations Development Program. These materials often contain detailed biographical information about and photographs of the applicants. The Correspondence subseries contains general correspondence from 1983 through 1994 filed chronologically by year. Most of the correspondence concerns inquiries about the status of scholarships and admission to programs and schools although there is some correspondence about internal PAC matters. The Newspaper Cuttings contain cuttings from 1960 through 1994 filed roughly chronologically. Most of the cuttings are from 1987 to 1993. The Projects subseries contains proposals and evaluation reports for the department's projects from 1987 through 1994. In particular, there is much material, including photographs, on the Masuguru/Kitonga, Tanzania settlement project where the department established a Repair and Maintenance Workshop. The Students subseries contains biographical files on some students. These folders may contain curriculum vitae, grade reports, certificates of achievement, letters of reference, photographs, and biographical statements. These appear to represent only a portion of the original files. There is some overlap in contents between this subseries and the Applications subseries. The Topical subseries contains files on educational subjects and from educational organizations from 1975-1992, filed alphabetically.

The Finance Department series contains a large amount of correspondence to and from other PAC missions and offices regarding allocations of funds for travel, purchase of equipment and supplies, as well as memoranda and telexes regarding financial policies, operating procedures and other economic and financial matters. There is also correspondence to international agencies, embassies and other political and non-profit organizations that includes requests for funding of projects and proposals and reports of projects in process. There are a number of accounting and financial documents such as bank statements, tax settlements, accounts and budgets, and requisitions. Subject files include information about the Ruvu, Bagamoyo, Tanzania, settlements such as construction planning proposals and estimates, and project updates.

Projects series contains information about proposed projects and programs within Tanzania classified under subject or topical headings such as Education, Health and Self-Help.

Protocol Department series contains travel documents such as visas, passports, travel permits, PAC membership identification cards and other personal identification documents.

The Department of Publicity and Information series contains PAC radio programme scripts, as well as speeches, press releases, and printed statements by the PAC. The series also contains departmental correspondence and departmental reports that provide insight into the issues confronted by, and business conducted by the publicity wing of the external headquarters of the PAC. The scripts, used in conjunction with the Tanzania reel-to-reel tapes, can elaborate on the broadcasts of the PAC. (The reel-to-reel tapes are described and housed with the PAC Audio Visual material). The series as a whole provides insight into the type of information provided to the public on the issues of South Africa by the external headquarters. Within the Department of Publicity and Information is a subseries of material regarding publications, articles, photographs, and correspondence. The Topical series (Boxes 94 to 102) contains various materials on individuals, events, and organizations which were collected or produced by the PAC Tanzania office.

The Unity Movement of South Africa (UMSA) series contains primarily correspondence, along with some organizational papers of the UMSA, between 1965 and 1979. The bulk of the correspondence is from the President of the UMSA, Isaac Bangani Tabata, and Nathaniel Honono, the President of the All-African Convention, which was affiliated with the UMSA. The subjects of the correspondence cover the work and goals of the organization, and its quest to become recognized by the OAU. The organizational papers include the fundraising and speaking trips by Tabata and Honono to the United States.

Processing Notes

The Administrative Department series was produced by sorting the materials which were labeled Administration in the original accession along with those which were labeled "unidentified" which appeared to belong under the umbrella of the administration. The materials were divided into the headings which now appear in the finding aid. Most of the categories which now appear under correspondence were already established in the administration files (i.e., the country topics). Materials which were duplicates, had no relationship at all to the collections or to South Africa, and uninformative receipts were separated out.

In the Education both PAC and other serial publications were separated out and placed in the Publications group. Materials that appeared to belong to other PAC departments were also separated out and placed with those series, while material found in other PAC departmental records were added to this series. Much of the materials relating solely to the academic progress of students, such as certificates of achievement and grade reports, were removed from the collection. A small selection was retained as part of the individual student folders. All folders labeled with student names were retained, but it appears that there were more such folders as only a part of the alphabet is represented. Individual curriculum vitae were retained, as were any materials that contained extended biographical information, such as letters of reference. Biographical information can also be found in the applications subseries. Correspondence about the routine disbursement of funds or payment of school fees was also separated out, unless such activity involved a protracted discussion of the issues involved in fee payments. Also removed were receipts for expenses, and duplicate materials. The next phase of processing the Education Department records could be the further chronological sorting of the newspaper cuttings.

In processing the Finance Department records, most of the receipts for small ticket items and supplies such as stationery, petrol, cigars, sodas, sugar, etc. , were discarded (approximately 5 cm.). Also discarded were invoices for telephone and other utilities such as water and electric bills. Together these amounted to about 43 cm. of material. Petty cash vouchers were discarded, but requisitions for supplies were retained. Rental agreements were kept, but loose receipts for rent payments were discarded. Travel arrangements were retained, but any loose receipts and invoices for tickets and other travel expenditures were removed (approximately 20 cm. of receipts and invoices). Summaries of bank transactions were retained, but receipts of individual transactions were removed. Also approximately 2 cm. of hotel bills from Dar es Salaam were removed.

The Projects series is an artificial collation of documents pulled from files within the other series of records from the Tanzania office. This was done to provide a perspective of all such programs in Tanzania initiated and administered by the external headquarters.

The Department of Publicity and Information was processed by sorting the contents of each of the boxes individually into the general subseries which now appear in the Department of Publicity and Information series, such as press releases, speeches, and scripts. Those papers and publications which belonged in other departments within PAC Tanzania, papers which were completely unrelated to the collection as a whole, and those papers which were duplicates, were separated out of the series.

The Department of Publicity and Information-Publicity series was received as a separate set of boxes from the general Publicity and Information series. The materials relate particularly to the publication efforts of the department. Many copies of publications were separated out and moved into the PAC Publications Collection. The Photographs were divided into two categories: those with some sort of identification physically written on them and those with no identifiers. Many of them seem to have been used in the various publications PAC published.

The next step in processing the Department of Publicity and Information - Publications series is to arrange the correspondence in a more precise chronological order.

The Topical The Projects series is an artificial collation of documents pulled from files within the other series of records from the Tanzania office. This was done to provide a perspective of all such programs in Tanzania initiated and administered by the external headquarters. The next phase of processing for the Topical Series is to order items chronologically within folders, as time permits.

The Unity Movement of South Africa papers were found in boxes listed along with the papers of the Department of Publicity and Information. The provenance of the papers of the UMSA is unknown. The connection, if any, between the Department of Publicity, the PAC, and the UMSA is not clear. The UMSA papers were processed by separating out only the duplicate material. The next phase for processing the UMSA series is to arrange in chronological order the correspondence and the other organizational papers.
