Phil Edwards worked at the American Chemical Society (ACS) Office of Legislative and Government Affairs (OLGA) with a lobbying team that focused on scientific research and development funding issues. Phil devoted his time to preparing information packets for use with first-time lobbyists and sending written testimony statements from the ACS to various federal R&D agencies. Phil also had the opportunity to meet with individuals from various
areas of the scientific information field: the Director of Public Policy
at the Software and Information Industry Association (SIIA), a former director
of the National Technical Information Service (NTIS), a chemistry librarian
for the ACS Library and Information Center (LIC), and an administrator
from the ACS Publications Division. "These interactions were most useful,"
said Phil. "[They served] to illustrate some of the most difficult issues
in information policy that affect and will continue to influence activities
in libraries, archives, laboratories, higher education, and politics."
