EDUCAUSE: Policy Initiatives
SI student Sara Ulius spent a busy ASB week with EDUCAUSE in Washington, DC. Her primary task was to draft an issue brief on the impact of federal copyright policy on distance learning in higher education. After pouring over hundreds of pages of relevant federal copyright resources, including the Digital Millennium Copyright Act (DMCA) and the Technology, Education and Copyright Harmonization (TEACH) Act, Sara developed a stronger grasp of the intellectual property issues facing distance learning programs. She finished a draft of the issue brief by the end of the week and is maintaining contact with EDUCAUSE staff to finalize her work after they review it internally.
In addition to her work on the issue brief, Sara also attended a congressional hearing on peer-to-peer intellectual property piracy on university campuses. The hearing, which featured testimony from Hilary Rosen, CEO of the Recording Industry Association of American (RIAA), as well as three university presidents and CIOs, addressed the difficulties of cracking down on illegal file sharing on campus broadband networks. After the hearing, Sara brainstormed with the EDUCAUSE staff on the legal, economic and technical challenges posed by P2P. Summing up the hearing and some of the subsequent brainstorming ideas, Sara drafted a brief write up for EDUCAUSE's policy newsletter, the Washington Update.
